Large capital projects can become constrained by the physical realities of the site. Limited space, challenging terrain, congested work areas, extreme weather, restricted access and the availability of skilled labor can all complicate construction, affecting schedules, productivity, safety and overall project execution. As project scale increases, bringing every component, material and construction activity to the site can also create logistical bottlenecks, making it harder to maintain an efficient and predictable workflow.

Since the 1970s, Fluor has applied offsite fabrication across major projects, using engineering, procurement, fabrication and construction expertise to shape how modules are designed, sourced, built, transported and installed.

Designing Modularity in Project Execution

Fluor’s approach starts by determining whether modularization creates value for a specific project. Foregoing a fixed modular template, its fabrication specialists work with clients to develop an execution strategy suited to project conditions . The assessment considers constructability, procurement, fabrication, transportation and installation as connected elements of the delivery plan.

That approach enables Flour to bring fabrication into the conceptual design and front-end engineering and design phases. It incorporates modularization-specific designs, focused procurement planning and logistics requirements early, allowing the eventual module to reflect the realities of fabrication and transportation. This step removes the need to force those eventual constraints into an already-developed design.

The model also connects work that would otherwise unfold sequentially. Self-perform fabrication yards fabricate, install and test components offsite while construction progresses at the project location. That parallel workflow proves highly efficient for clients working in remote settings or facing limited craft availability.

Moving Construction into Controlled Environments

Fluor’s fabrication capabilities move construction work into controlled offsite shop environments, where quality assurance, quality control, safety and environmental programs can be incorporated into fabrication activities. The approach can also reduce onsite craft requirements and limit exposure to challenging field conditions.

The value of this approach becomes particularly visible on projects where site access or available workspace is limited. Fluor’s mining fabrication work, for example, describes preassembly as a way to work independently of weather constraints while construction continues at ground level. This also reduces field workforce requirements.

Life sciences projects demonstrate another application. Fluor’s modular fabrication supports new plant starts while reducing the production capacity lost during brownfield construction. Process modules, pipe racks, high-purity modules, modularized buildings and utility modules can be fabricated away from the active facility, while additional shop testing can reduce startup and validation activity at the site.

Coordinating Fabrication Across Global Projects

Fluor’s differentiation also rests on the relationship between its engineering and fabrication capabilities and its global project resources. Its fabrication model draws on global facilities, commodity sourcing methods, procurement support and purchasing knowledge, while supply chain, logistics and expediting are incorporated into the execution strategy. The combination allows module fabrication to be matched to project requirements and available fabrication resources.

The Fort Hills Utilities Project in Alberta illustrates the construction-driven character of this model. Fluor integrated engineering and construction personnel into fabrication teams, supporting module execution through multiple phases. The project involved pipe racks, structural assemblies, equipment modules and electrical and instrumentation assemblies, with 95 modules fabricated and shipped in 10 months.

Flour’s work on LNG Canada’s liquefied natural gas export facility provides a larger demonstration of the coordination required at scale. The plant is designed to have an annual production capacity of up to 14 million tons.

In partnership with the Japanese global engineering, procurement and construction company JGC Corporation, Flour delivered engineering, procurement, fabrication and module delivery alongside construction activities. More than 215 modules were fabricated and transported to the export facility in Kitimat, British Columbia, with large units assembled at multiple fabrication yards and transported to the project site via water. The cost-effective approach reduced construction congestion at the facility and minimized disruptions in the local community.

Measurable Outcomes from Large Modules

The LNG Canada project also shows how Fluor’s modular strategy extends beyond fabrication itself. The first major module received at the site measured 145 feet tall and weighed more than 5,000 tons. Self-propelled modular transporters moved modules from docked ships to installation areas, covering approximately 3.5 kilometers at a controlled pace before placement.

Fluor’s historical portfolio provides earlier evidence of the same execution logic. At the SADAF petrochemical complex in Saudi Arabia, approximately 40 percent of the project was completed through modular construction, involving about 220 modules, some weighing up to 1,800 tons. Fluor reports that construction work hours were reduced by 50 percent and the plants were completed months ahead of schedule.

Its modular lifting system extends the methodology into field installation. Co-developed with ALE Roll-Lift in Canada, the system is designed to improve module rigging and placement, eliminating the need for RT or assist cranes in the described application and allowing two to three modules to be set during the period traditionally required for one. The approach also reduces craft-worker exposure while handling heavy rigging equipment.

Connecting Construction Elements in One Execution Strategy

Fluor’s modular construction proposition is consequently less about moving construction offsite for its own sake and more about connecting design, procurement, fabrication, logistics and installation into one execution strategy. Decades of project experience give that strategy a substantial base, while examples from Alberta, Saudi Arabia and British Columbia show how the model can translate into schedule, workforce, quality and site-management outcomes.

That accumulated capability helps explain the distinction behind the recognition as Top Modular Construction Services 2026. Fluor combines modularization-specific engineering with fabrication resources, global sourcing, transportation planning and field installation expertise, giving clients a delivery model that can be adapted to project conditions rather than separated into disconnected construction activities.

The result is a modular approach measured in practical project terms.
